What Rome left as a warning, the present is repeating without recognizing it. The institutional framework that for decades contained that impulse shows signs of fracture that no honest analysis can ignore: the number of countries declining in democratic performance has exceeded those advancing for years now, the political contract erodes, technology corporations replace the State in the daily allegiance of citizens. And what is coming may accelerate that degradation in ways no institution is prepared to absorb. Mass employment will change its nature faster than social protection systems can keep up. Climate change will pressure territories, resources and borders. Displacements will be simultaneous. When millions lose their place in the system without a safety net, history demonstrates with consistency what happens: they look for a target, something or someone on which to direct the energy the system can no longer channel. In that context, a functional Citadel —with water, energy, food, community, order— is not invisible by default: it is exactly what draws the attention of those who have nothing. Not out of abstract malice. By the same biological logic that filled the Colosseum: the unrestrained group seeks what the other has.
